Decisions of the CPNCSC are reached by consensus. Failure to reach a consensus, the MEES or the School Board has a casting vote, depending on the matter being debated.

The matters on which each party has a casting vote take into consideration, on the one hand, the responsibility conferred on the Ministre de l'Éducation, de l'Enseignement supérieur et de la Recherche to be the instrument by which the state allocates public resources (large budget items, the number of students per group, workload parameters, professional improvement budgets, etc.) and, on the other hand, the responsibility conferred on the school board to meet the best interests of its students while ensuring an efficient and sound management of resources.
