Composition and mandate


The Comité patronal de négociation pour les commissions scolaires anglophones (CPNCA) / Management Negotiating Committee for English-language School Boards is composed of representatives appointed by the Ministre de l'Éducation et de l'Enseignement supérieur and by the Quebec English School Boards Association (QESBA). The president and vice-president are designated by the members of both delegations.


The mandate of the CPNCA is to prepare provincial bargaining proposals and to submit them to the Treasury Board for the purposes of authorizing bargaining mandates concerning the collective agreements of teaching, professional and support staff of Québec English-language school boards. A memorandum of agreement defines the guidelines and procedures concerning the mode of operation of the committee and determines the matters on which the representatives of the Quebec English School Boards Association or the Ministère have a casting vote in the deliberations of the committee, the method of financing of the committee as well as the remuneration of its members or agents.

The CPNCA mission consists in organizing, coordinating and overseeing the negotiation of the provincial sectorial matters (organization of work, movement of personnel, job security, fringe benefits, etc.). Provincial intersectorial matters (salaries, pension plans, group insurance plans, parental rights, etc.) are discussed and negotiated at the central table under the jurisdiction of the Treasury Board. It is important to note that the decisions of the Management Negotiating Committees are reached by consensus.
