Decision making

Decisions of the CPNCA are reached by consensus. Failure to reach a consensus, the Ministère or the QESBA has a casting vote, depending on the matter being debated.

The matters on which each party has a casting vote take into consideration:

  • the responsibility conferred on the Ministre de l'Éducation et de l'Enseignement supérieur to define educational policies and to be the instrument by which the state allocates public resources (large budget items, the number of students per group, workload parameters, professional improvement budgets, salaries, etc.);
  • the responsibility conferred on school boards to organize and develop educational services to meet the best interests of their students while ensuring an efficient and sound management of resources. 

The QESBA which represents school boards has a casting vote with regard to those matters subject to local arrangements as well as any other matter subject to local negotiations or local arrangements, staffing, personnel management, organization of work, union rights, movement of personnel and implementation of the collective agreements.

The Treasury Board approves the bargaining mandates of the CPNCA and ensures the follow-up of the negotiations conducted by the committee.
