Management Negotiating Committees

in the Education and Higher Education Sectors

The function of the Management Negotiating Committees is to prepare provincial bargaining proposals and to submit them to the Treasury Board for the purposes of authorizing bargaining mandates concerning the collective agreements of teaching, professional and support staff of Québec school boards and colleges. Also, its mission consists in organizing, coordinating and overseeing the negotiation of the provincial sectorial matters (organization of work, movement of personnel, job security, etc.).

Provincial intersectorial matters (salaries, pension plans, group insurance plans, parental rights, etc.) are discussed and negotiated at the central table under the jurisdiction of the Treasury Board.  

The Management Negotiating Committees in the Education and Higher Education Sectors are composed of representatives appointed by the Ministre de l'Éducation, du Loisir et du Sport, the ministre responsable de l'Enseignement supérieur, the Fédération des commissions scolaires du Québec, the Fédération des cégeps, the Quebec English School Boards Association, the Cree School Board and the Kativik School Board.
